1- General Lieutenant Muhsen Mohammed Hussein al-Da'iri a Minister for Defense
2- Saeed Sulaiman Barakat al-Shammasi a Minister for Oil and Minerals
3- Manea' Yaslam Saleh bin Yamin a Minister of Electricity and Energy
4- Salem Mohammed al-Uboody al-Harizi a Minister for Public Works and Roads.
The second and final article stipulates that this decree is valid since the date of its issuance and must be published in the State Gazette.
