Minister of Local Administration Eng. Badr Basalma discussed Tuesday in the interim capital, Aden, with the Resident Representative of the United Nations Development Programme (UNDP) in Yemen, Zeina Ahmed, ways to enhance the programme’s support for decentralization and the empowerment of local authorities.
The meeting, attended by Deputy Minister Moeen Mahmoud, ministry undersecretaries, and several UNDP representatives, focused on mechanisms to strengthen institutional capacity-building programs and reinforce the developmental role of governorates.
Discussions were held within the framework of the Presidential Leadership Council and government directives aimed at advancing financial and administrative decentralization and enabling local authorities to exercise their mandates through measurable executive programs.
Minister Basalma praised UNDP’s role in supporting local development, noting the ministry’s orientation toward reforming conditions in the governorates and gradually preparing them for the transfer of financial and administrative powers.
He also highlighted efforts to develop performance evaluation mechanisms and select pilot models for phased implementation.
