ADEN – SABA
Minister of Planning and International Cooperation Dr. Afrah al-Zouba discussed with the United Nations Resident Coordinator and Acting Humanitarian Coordinator in Yemen Laurent Bukera on Sunday activating coordination mechanisms between the government and the United Nations in support of development and recovery priorities.
The meeting, attended by the Deputy Minister of Planning and International Cooperation for International Cooperation Affairs, Omar Abdulaziz, and a number of ministry specialists, addressed arrangements for preparing the new Cooperation Framework.
Several issues related to the work of UN agencies and their development and humanitarian programs in Yemen, as well as ways to strengthen cooperation between the two sides to enhance the effectiveness of development and humanitarian interventions and achieve tangible and sustainable results for citizens were also discussed.
Dr. al-Zouba emphasized the Yemeni government's commitment to strengthening partnership and cooperation with the United Nations system in support of the country's development priorities and humanitarian response efforts.
She stressed the importance of ensuring that the upcoming United Nations Sustainable Development Cooperation Framework is based on national priorities and the government's program, and that it is prepared in full partnership with the relevant government entities to reinforce national ownership of development programs and projects.
The Minister also highlighted the need to strengthen the government's role in planning, implementing, and monitoring humanitarian and development programs, and to improve mechanisms for information and data sharing to support coordination and planning efforts at the national level.
She reviewed ongoing efforts to prepare the National Development Plan, a medium-term three-year development strategy currently being developed in coordination with various government institutions and development partners.
The plan aims to define development and economic recovery priorities and enhance the alignment of international support with national objectives during the coming phase.
Dr. al-Zouba reiterated the urgent need to support the establishment and development of a national early warning system for climate change and climate-related disasters, given the growing climate challenges facing Yemen.
She pointed to the importance of strengthening preparedness and early response capacities to reduce the impact of disasters and protect the most vulnerable communities.
For his part, the UN official reaffirmed the United Nations’ commitment to continuing close coordination and cooperation with the Yemeni government and supporting its efforts in development, recovery, and humanitarian response, in a manner that helps meet citizens’ needs and promote stability.
The meeting concluded with an agreement to hold an expanded meeting in the near future, bringing together UN leadership, UN agencies, and relevant government entities to discuss cooperation priorities for the next period, strengthen coordination and partnership mechanisms, and follow up on the preparation of the United Nations Sustainable Development Cooperation Framework, ensuring greater alignment of UN programs with national priorities and the government's development plans.
