The Council of Ministers approved the government's work program, guidelines and top priorities for 2026, in its meeting today, Thursday, in the temporary capital Aden, chaired by the Prime Minister, Minister of Foreign Affairs and Expatriates Dr. Shaya Zindani.
The program is intended to achieve economic and social stability, alleviate the suffering of citizens, ensure regular payment of salaries, rationalize spending, protect the national currency, and guarantee a minimum level of economic certainty to sustain stability.
The program has defined six integrated strategic priorities, including improving political and security stability and extending state sovereignty; achieving economic, financial and monetary stability and recovery, restoring sustainable and equitable economic growth; as well as maintaining the sustainability of basic services, improving their quality and integration, ensuring fairness of access to them; and enhancing institutional governance, digital transformation and the rule of law.
The Prime Minister emphasized that the government’s program and its priorities for 2026 do not represent a theoretical document or a general political declaration, but rather a national commitment before the people, the Presidential Leadership Council and regional and international partners that this government operates according to a clear approach based on setting priorities and linking goals to the available capabilities.
He asserted that the program was actually designed based on the general framework of the 2025-2026 economic recovery plan and based on the Presidential Leadership Council's Decision No. (11) of 2025 regarding the priorities of economic reforms.
Dr. Zindani stated that the government is going on to work on improving economic, financial, and monetary stability through controlling and rationalizing public spending, increasing revenues, and supporting the role of the central bank in protecting the national currency and achieving monetary stability.
He said "Our goal is to restore financial balances, curb inflation, protect the purchasing power of citizens, ensure the regular payment of salaries, and create greater economic certainty in the markets", adding " we will work on increasing public revenues, developing the business environment, stimulating local and foreign investment, and supporting productive sectors as well as small and medium enterprises, in a way that contributes to creating real job opportunities and achieving more inclusive and sustainable economic growth".
The Prime Minister reiterated the government's commitment to work on improving and sustaining basic services for citizens, foremost among them electricity, water, health, and education services, enhancing the operational efficiency of service institutions and rehabilitating infrastructure, while giving special priority to the most affected areas and the most needy groups.
