His Excellency (H.E) President Dr. Rashad al-Alimi, Chairman of the Presidential Leadership Council (PLC), held a meeting today, Tuesday, with the leadership of the Ministry of Foreign Affairs and the heads of diplomatic missions.

H.E. briefed the Foreign Ministry headship and the Yemeni diplomatic missions on the latest developments in the Yemeni national arena, namely the unilateral measures recently taken by the Southern Transitional Council (STC) in Hadramout and al Mahra governorates.

He made it clear that the STC's measures were seriously escalated this week as the STC has come to pressure the state institutions and bodies to issue statements supporting the division of the country and adopting high-level political positions that are beyond their competence, threatening the unity of decision-making and the legal standing of the state.

H.E. warned of the danger of this path, which is heading towards imposing a fait accompli and creating a parallel authority by force.

The President stated that everyone, including the international community, must work to prevent the country from sliding into a new internal conflict, the primary beneficiaries of which would be the Iranian regime backed Houthi militias, terrorist networks and the chaos-warmongers.

H.E. confirmed that under no circumstances should political partnership turn into rebellion against the state or an attempt to impose a reality by force. He stated that "the high political positions are determined by the PLC and the competent state institutions, namely the Ministry of Foreign Affairs within its scope of work, and not by any executive body through statements or alignments".
President al-Alimi made it clear that the references of the transitional phase are clear regarding the existing consensus, foremost among them the Declaration on the Transfer of Power and the Riyadh Agreement and what they entail in terms of state representation powers, foreign policy management, decision-making mechanisms, and the protection of the country's unity and territorial integrity.

H.E. reaffirmed that the southern issue is a just political and rights-based issue and that the Leadership Council's commitment to it is steadfast, according to the consensus references and its negotiating framework within the comprehensive peace process.

In this context, the Chairman of the PLC pointed to the achievements of the southern cause over the past years in terms of political and representational gains, supported by the brothers and the existing national consensus, warning that the gamble on unilateral measures threatens these gains and could shift the cause from the path of a safe and fair solution to a path of uncalculated confrontation.

He affirmed that the recent unilateral measures not only threaten the domestic situation but also affect the state's mutual commitments to protecting the security of neighboring countries, the international community’s efforts to safeguard maritime routes, energy supplies and commercial shipping through the Arabian and Red Seas, and the Gulf of Aden.

H.E. emphasized that Yemen's highest interests today lie in maintaining the unity of decision-making, continuing regional and international support for the economic recovery process and preventing the fragmentation or weakening of the existing legitimate coalition.
He added that any duality in authority or decision-making would hinder support programs and return Yemen to the cycle of a failed, contested state.

The President made it clear that any division within the legitimacy camp would give the Houthis an entry point to mobilize and rally behind their false slogans, increase the vulnerability of the government-held regions, confuse regional and international partners, and open prospects for escalation on a wider scale.

H.E. also addressed the repercussions of these divisions on existing governmental partnerships with the international community in the fields of coast guard operations, combating smuggling, maritime security, training and capacity building.
He stated that these partnerships are based on a fundamental condition: having a single state with a unified decision.

He warned that any duplication of decisions or parallel authorities would create legal and political confusion for partners, and could open the door to suspending programs or reassessing cooperation, as happened with the International Monetary Fund.

H. E. said "There are also direct humanitarian and economic repercussions, as the number of Yemenis in need of assistance has risen this year to nearly 20 million people, at a time when this stage requires the utmost cohesion to restore trust and stability."

The President reaffirmed his confidence in the government's ability, through its experienced diplomatic leadership, to turn this crisis into an opportunity for strength, by raising the sovereign ceiling, consolidating the single state references, and setting red lines against any unilateral actions.

The Chairman of the PLC directed fortifying state institutions managerially by regulating communications and preventing the politicization of ministries and sovereign and service institutions.

He also called for a clear legal path against any violations that undermine decision-making or harm the state's legal standing.
The Minister of Foreign Affairs and Expatriate Dr. Shaya Zindani, Vince Minister of Foreign Affairs Mostafa Noaman and Deputy Foreign Minister Aowsan al-Aowd were in presence.
