Prime Minister Salem Saleh bin Buraik chaired a Cabinet meeting on Sunday, during which a number of issues and the latest developments in various fields were reviewed, in addition to discussing the items on the agenda and taking several decisions regarding them.

At the outset of the meeting, the Prime Minister affirmed that the government returns with stronger resolve and full readiness to complete the course of economic, financial, and administrative reforms and to strengthen the presence of the state and its institutions.

He explained that the reforms launched by the government are neither a temporary choice nor a circumstantial response, but rather an inevitable national option and a strategic path to rescue the economy and rebuild state institutions.

“From this standpoint came Presidential Leadership Council Resolution No. 11 of 2025 approving the Comprehensive Economic Reform Priorities Plan, which aims to reorganize public revenues, unify financial channels, regulate the relationship with local authorities, eliminate illegal fees, close newly created unauthorized outlets, and enhance oversight and accountability,” said Prime Minister.

He pointed out that the government has begun implementing the reform plan despite obstacles, and has succeeded in proving to its international partners that it is serious about moving forward on this path—reflected in strengthening the national currency, curbing inflation, and increasing international support for the government and its reform and economic recovery programs.

He stressed the importance of making the Council’s decision to approve the reform priorities a genuine turning point in the state’s trajectory and a tool to correct the accumulated imbalances in the administrative and economic system—turning written text into a tangible reality felt by citizens through improved services, prices, job opportunities, and financial justice.

The Prime Minister directed the immediate launch of comprehensive reforms in the work of ministries, authorities, and government institutions; activating the job rotation law; applying the principle of accountability without exception; and building modern work systems based on competence, discipline, and performance rather than favoritism or quotas.

“The state will not function properly unless its institutions are activated, and it will not earn people’s trust unless they see the impact of reform in their daily dealings and services," he said

He also emphasized that the selection of leadership and qualified personnel within state institutions must be based solely on professional standards, and that combating corruption is not a political slogan but a national, moral, and legal duty.

He confirmed that anyone who fails, covers up misconduct, or tolerates it will be held accountable.

Bin Buraik instructed that new leadership candidates for revenue-generating funds be nominated quickly, with three nominees for each position, taking into account competence, integrity, and experience.

He emphasized the importance of genuine governance of the funds’ operations and transparency in revenues and expenditures.

He stressed the need to regulate the rhythm of government work and restore the state’s prestige through an active and responsible presence within the temporary capital, Aden.

He indicated that the unjustified expansion of ministers’ and officials’ foreign travel for external participation without urgent necessity will no longer be permitted.

“Foreign travel will be reduced to the lowest levels. No external participation will be allowed except in cases of utmost necessity, after evaluating its national benefit, with prior and explicit approval, and according to the priorities of the state, not those of individuals,” he said.

The Prime Minister expressed full understanding of the hardships faced by citizens and how economic conditions have affected their daily lives, noting that the government is working through all possible means to alleviate this suffering.

He said, “We are working to improve basic services in electricity, water, health, and education. We are diligently following the issue of regular salary payments for civilians, military personnel, and security forces, as salaries are a sacred right that must not be touched or delayed."

" We have recently begun disbursing overdue salaries, and we are continuously monitoring price stability and the exchange rate of the national currency. We coordinate with the relevant authorities to take measures that ensure continued confidence in the currency and stricter oversight of the prices of goods and services.”

He added, results may not appear as quickly as we all hope, but we are moving with steady, confident steps toward genuine—not cosmetic—reform.

Trust that your government is working with all available means and capabilities, and that we will move forward together, despite the difficulties, toward a better tomorrow, God willing.

He directed ministers to assume their responsibilities during this period, to be role models in performance and discipline, and to embody integrity and transparency.

He also emphasized the importance of preparing a clear work plan, a timeline, and tangible results.
