Prime Minister Dr. Ahmed Awadh bin Mubarak paid a visit to the Ministry of Civil Service and Insurance in the temporary capital of Aden during on Monday to inspect monitoring work attendance procedures.

The ministry is responsible for monitoring work attendance and disciplinary matters at both the local and central levels following the Eid al-Fitr holiday in the state's administrative apparatus.

Bin Mubarak received a briefing from the Minister of Civil Service and Insurance Dr. Abdulnasser al-Wali, as well as officials and specialists at the ministry, regarding the field monitoring of work discipline at the central and local levels.

They also discussed preliminary indicators regarding work discipline in the first days of official work after the Eid al-Fitr holiday.
During the visit, the Prime Minister chaired a meeting with the leadership of the Ministry of Civil Service and Insurance.
In his opening remarks, he expressed the state and government's support for their efforts in implementing administrative reforms and addressing existing imbalances in the public sector.
The Prime Minister emphasized that his visit to the ministry on the first day of official work after the Eid al-Fitr holiday sends a message to all state institutions about the importance of their regular operations and supporting the ministry's oversight role and field visits.
Dr. bin Mubarak highlighted the pivotal role of the Ministry of Civil Service in the essence of the government's work in administrative reform.
He affirmed that the current phase is characterized by enhancing transparency, accountability, combating corruption, and implementing reforms, with a significant aspect being the administrative reform and restoration of the prestige of the civil service, free from favoritism and unjustified inflation in the legal structures of state institutions.
He referred to the directives of the President of the Presidential Council to review appointments, cancel all decisions and appointments that violate the law, and address the burdens inherited for decades in the civil service, which have been exacerbated by the actions of the Houthi terrorist militia in tampering with positions and appointments based on nepotism.
The Prime Minister emphasized that the development of the state's work cannot be separated from an effective civil service ministry and a system with accompanying laws that are fully complied with, as well as the importance of relying on automation and modern management systems.
He also discussed the existing challenges related to salary and wage structures not being commensurate with the current reality, difficulties in retirement procedures, the necessary measures regarding job duplication and those who are unemployed, and the available opportunities for reforms.

He affirmed that the will for change is ongoing, with a serious intention and the support of the Presidential Council to halt the misconduct at the administrative level.

He emphasized the importance of everyone's sense of responsibility in these exceptional circumstances, as well as senior officials setting an example by adhering to work discipline and not applying punishments and laws only at the lower levels.
The Minister of Civil Service and Insurance, along with several ministry leaders, spoke during the meeting, welcoming the Prime Minister's visit.

They discussed the ministry's ongoing projects, the challenges it faces, and the required government support to overcome them. This includes plans to end job duplication in civil and military institutions and the measures taken to implement government plans related to administrative reform.
