President al-Alimi Chairs Cabinet Meeting to Support Recovery Efforts, Regular Salary Payments

His Excellency President Dr. Rashad al-Alimi, the Chairman of the Presidential Leadership Council, chaired a mini cabinet meeting on Saturday, attended by Council members Sultan al-Aradah, the Governor of Marib and Salem al-Khanbashi, the Governor of Hadhramout, as well as Prime Minister, the Minister of Foreign Affairs and Expatriates Dr. Shaya Zindani.

The meeting, which was also attended by the Governor of the Central Bank of Yemen Ahmed Ghaleb, and the Head of the Economic Team Hossam al-Sharjabi, focused on reviewing the implementation of the Presidential Leadership Council’s decisions, particularly Resolution No. (11) of 2025, in addition to longstanding government commitments arising from previous meetings, including the level of urgent response to the salary and electricity issues.

The meeting heard briefings from the Prime Minister, the Governor of the Central Bank and the Ministers of Information, Local Administration, Finance, Electricity and Energy and Oil and Minerals regarding financial and economic performance indicators, progress in comprehensive reforms, efforts to combat misinformation, and measures aimed at strengthening the growing international confidence in the government and its institutions as a serious and responsible partner across various sectors.

In this context, the meeting welcomed the announcement issued on Friday by the World Bank Group regarding the adoption of Yemen’s new Country Partnership Framework for 2026–2030 and the approval of a new financing package worth $285 million.

The meeting viewed this as a positive indicator of the tangible improvement in confidence in state institutions and the government’s efforts to promote economic stability, improve services, and strengthen national institutional capacities.

The meeting renewed its deep appreciation and gratitude to the Kingdom of Saudi Arabia, under the leadership of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and His Royal Highness Crown Prince and Prime Minister Mohammed bin Salman bin Abdulaziz, for their sincere fraternal support and continuous backing of Yemeni state institutions.

This support includes economic grants, budget assistance, projects implemented through the Saudi Program for the Development and Reconstruction of Yemen, and various humanitarian interventions carried out by the King Salman Humanitarian Aid and Relief Center.

These efforts have played a decisive role in preserving the cohesion of state institutions and alleviating the suffering of the Yemeni people caused by the terrorist Houthi militias backed by the Iranian regime.

The meeting also praised the new Saudi fuel grant allocated to operate electricity power stations, valued at $150 million and provided through the Saudi Program for the Development and Reconstruction of Yemen.

The grant was described as significant support for the government’s reform agenda and for enhancing the state's ability to meet its essential obligations during these exceptionally difficult circumstances in the country’s history.

The participants stressed the importance of working in a spirit of teamwork to accelerate implementation, increase the pace of achievements, improve the performance of revenue-generating institutions, strengthen governance, transparency, and anti-corruption measures, and keep citizens regularly informed of progress and results.

The Chairman of the Presidential Leadership Council expressed his appreciation for the government’s efforts during the past period and the important reform measures achieved despite the complex economic and financial challenges at all levels.

President al-Alimi emphasized the importance of building on this progress through greater seriousness, discipline, and tangible reforms on the ground.

He stated that the success of any economic reform would continue to be measured by its ability to achieve three clear objectives: ensuring the regular payment of salaries, improving living conditions for citizens, and maintaining essential services—particularly electricity—while strengthening the state’s capacity to fulfill its obligations toward the public.


The President considered the new Saudi grant for the electricity sector to have come at a critically important time, reaffirming the depth of the strategic partnership between Yemen and Saudi Arabia, the commitment of Saudi Arabia to alleviating the suffering of the Yemeni people, supporting the stability of the national economy, and backing the government-led recovery programs across various sectors.

He stressed the importance of making the best possible use of the grant by linking it to a clear operational plan aimed at improving production and collection efficiency, enhancing the technical readiness of power stations, and maximizing the quality of services provided to citizens during the current summer months, while also implementing sustainable solutions to prevent similar crises in the future.
