The Presidential Decree No. (2) of 2026 was issued Wednesday regarding the establishment of the Health Fund.
This comes as part of the efforts of the brothers in the Kingdom of Saudi Arabia and based on the agreement signed with the Saudi Program for the Development and Reconstruction of Yemen concerning the creation of a fund to support the sustainable operation of health facilities, build the capacities of the Ministry of Health, and strengthen cooperation with counterpart entities in the Kingdom of Saudi Arabia.
The decree consists of (33) articles distributed across five chapters.
The first and second chapters cover the name and definitions, and the establishment of the Fund, while the third, fourth, and fifth chapters outline the Fund’s objectives and functions, its management, and its financing and accounts.
The final article stipulates that the decree shall come into effect from the date of its issuance and publication in the Official Gazette.
The Fund aims to actively contribute to improving the efficiency of the health sector by providing the necessary financing for the operation and management of health facilities.
It will seek to achieve integration between local and international efforts aimed at strengthening governance in the health sector and enhancing the quality of its services.
The Fund will also mobilize the financial resources necessary to finance health activities and develop the efficiency of the health sector through carrying out its assigned tasks and responsibilities.
These include providing funding for the operation of public health facilities in accordance with plans and standards that ensure sustainable and high-quality services, as well as financing the implementation of plans and programs aimed at building the capacities of public health facilities, thereby enhancing their governance and raising their efficiency.
In addition, the Fund will work to attract financing by encouraging public, private, and international sectors to contribute to supporting and developing the health sector.
The Fund will also establish partnerships with the private sector to finance health programs that contribute to providing appropriate healthcare services to citizens, and will support initiatives and projects focused on responding to emergencies, natural disasters, and epidemics.
