The Yemeni government confirmed that His Excellency President Dr. Rashad al-Alimi, Chairman of the Presidential Leadership Council (PLC) declared "Yemen Dawn Operation" based on his constitutional and legal responsibilities to protect citizens and safeguard Yemen's sovereignty over its airspace, lands and territorial waters.

The government made it clear that the launch of the operation represents a new phase in the struggle for restoring state institutions, eliminating the coup and taking control over the remaining Yemeni territories, reaching the capital, Sana'a.
This was stated in the Republic of Yemen's briefing to the Security Council during the open session devoted to discuss the situation in the Middle East (Yemen), delivered by Yemen's Permanent Representative to the United Nations, Ambassador Abdullah al-Saadi.
The government reiterated that these operations are not a war on the residents of any region or governorate, nor on any sect or social group. Rather, they fall within the government’s responsibility to protect its citizens, restore its national institutions and ensure that weapons and decisions on war and peace are under the control of the state, according to the law.
The core of the confrontation is between the Yemeni people and their legitimate government and state institutions on one side, and the Houthi militias supported by the Iranian regime on the other, the government stressed.
The government reaffirmed its commitment to international humanitarian law and international human rights law, its dedication to the highest levels of discipline and adherence to the rules of engagement, protecting civilians and property and civilian facilities, preventing acts of revenge and retaliation, ensuring humane treatment of prisoners and the wounded, investigating any violations of these commitments, and opening the door for those who were misled to return and support the state and its institutions.
It also confirmed that achieving true, comprehensive and sustainable peace will remain a permanent goal for the government, emphasizing that the desired peace is the one that eliminates the coup, restores the state’s institutions and control over all its territory and national decision-making, protects citizens’ rights, preserves their freedom and dignity, and prevents Yemen from becoming a platform for threatening regional and international peace and security.
The government insisted that genuine peace must be established in accordance with the agreed-upon references, foremost among them UN Security Council Resolution 2216. It renewed its support for the efforts of the UN Secretary-General and his special envoy to Yemen.
Ambassador al-Saadi said: "Today's session is being held amid a continuous escalation by the Houthi terrorist militias, which threatens the lives of Yemenis, the security of neighboring countries and the region, and one of the most important maritime passages in the world, and amid rapid developments at a critical moment in the history of the war in Yemen".
" This requires us to put what is happening today in its proper context and not start reading the scene from its middle, or look at the recent military developments in isolation from the roots of this war and its course over past years", al-Saadi stressed.
He added: "It is necessary, before discussing the repercussions of this escalation, to identify the party responsible for it without ambiguity; the Houthi militias are the ones who started the war with their armed coup against the state, the political agreement and the national consensus twelve years ago, undermined peace initiatives, and are the ones who recently opted to end the truce after giving successive opportunities for peace, even though the Yemeni government had to bear a significant political, economic and humanitarian cost .
