Minister of Local Administration Discusses Efforts to Strengthen Decentralization with German Ambassador

Minister of Local Administration, Engineer Badr Basalma held a virtual meeting today with the Ambassador of the Federal Republic of Germany to Yemen Thomas Schneider.

The two parties discussed ongoing efforts to prepare the national strategy for strengthening decentralization.

The strategy aims to empower governorates to manage their own affairs and to build the capacities of leaders and staff within local authorities, thereby enhancing effective governance and achieving sustainable development.

Minister Basalma reviewed the ongoing arrangements for the National Conference for Partnership and Integration scheduled for late April 2026.

The conference will focus on discussing reforms in the relationship between the central government and local authorities, as well as addressing issues related to overlapping authorities, in a way that contributes to improving the efficiency of state institutions.

The minister praised Germany’s support, noting the direction of the Presidential Leadership Council and the government toward consolidating administrative and financial decentralization and enabling local authorities to exercise their powers, which would help improve institutional performance and promote development in the governorates.

For his part, the German ambassador commended the efforts of the Ministry of Local Administration to develop institutional work, reaffirming his country’s support for the Yemeni government’s efforts to advance decentralization and empower local authorities, and expressing readiness to participate among the main supporting partners in implementing the National Strategy for Local Administration.
