Member of the Presidential Leadership Council Major General Aidarus al-Zubaidi, who heads the Supreme Committee for Sovereign and Local Revenues, chaired a meeting for the committee on Monday.
The meeting focused on discussing the current economic and financial conditions, the economic and financial reform program, its implementation mechanisms by the government and the central bank, and the measures needed to enhance resources and activate state revenue institutions.
This was based on a report submitted by the Ministry of Finance, which reviewed the overall financial situation of the state, the current budget deficit, and possible steps to address this deficit.
The meeting addressed the main challenges hindering the activation of revenue institutions, especially the Aden Refinery Company, which is considered one of the most important strategic economic pillars.
In this context, the meeting discussed mechanisms for providing the necessary funding to reoperate the refinery, along with securing the required quantities of crude oil to refine 6,000 barrels daily as a first step towards reoperating the refinery at its full production capacity, thereby achieving economic returns that reduce reliance on imports and create new job opportunities simultaneously.
The meeting also discussed an executive plan for the committee's work during the second half of 2025, which included urgent priorities to address imbalances in sovereign revenue institutions, particularly the Customs and Tax Authorities, enhancing oversight bodies, reorganizing collection mechanisms and expanding the base of local and sovereign resources.
Additionally, the meeting addressed the fuel crisis threatening the continued operation of electricity stations in the temporary capital Aden, Hadramout, and liberated provinces in general.
In this regard, Major General al-Zubaidi directed the government and the central bank to provide the required financial liquidity to secure the necessary quantities of fuel for operating power generation stations by urgently importing a shipment of diesel and obligating the Ministry of Oil to provide sufficient quantities of local oil for Aden and Hadhramout electricity to ensure service stability.
The member of the Leadership Council emphasized the need to double efforts and intensify coordination work among the relevant authorities to move from emergency measures to strategic planning based on realistic indicators and accurate data.
He affirmed that the current phase requires bold decisions and effective initiatives to tackle the escalating economic challenges.
The meeting concluded with the approval of several recommendations, the most notable ine the assignment of relevant authorities to prepare a time-bound executive plan for the proposed tasks.
